A Virtual Lead Party (VLP) or an Asset Metering Virtual Lead Party (AMVLP). can provide balancing services to consumers with flexibility without becoming the supplier of that customer. A VLP and AMVLP is responsible for the change in energy delivery resulting from the receipt of a Balancing Mechanism instruction from NESO. A Virtual Trading Party (VTP) can trade on the wholesale markets without becoming the supplier of that customer.
The relationship must be registered with Elexon to cover the MSID Pairs (Import and Export meters) for which the VLP or VTP will provide services and AMSID Pairs for an AMVLP. This is currently handled by submissions to Elexon via their Self-Service Gateway Kinnect portal or APIs supported by Genstar4.
In order for Elexon to correctly levy charges and payments between the Supplier and the VLP, VTP or AMVLP, they must either use baselining or provide half hourly delivery volume data to the Supplier Volume Allocation Agent (SVAA). The SVAA will in turn, reconcile and allocate this data and provide confirmations to the VLP, VTP, AMVLP and the Supplier and allocated volume data to the Settlement Administration Agent (SAA) for payment and charge calculations.
The VTP, VLP or AMVLP registers Secondary BMUs (SBMUs) with NESO and Elexon. As a SBMU can consist of aggregation of assets within a GSP Zone (which could all contract with different suppliers), the VTP, VLP or AMVLP must either elect Elexon's baselining methodology or submit MPAN level delivered volume data to the SVAA. Baselining is mandatory for VTPs.
